National Certificate for Personal Licence Holders The Licensing Act 2003 made sweeping changes to the licensing of the retail sale of alcohol. Under the new arrangements there are two separate licenses: a Personal Licence and a Premises Licence. On every Premises license there is one person named as the Designated premises Supervisor. This will usually be the person in day-to-day charge of the business and he or she must hold a Personal Licence. In addition, all retail sales of alcohol must be made by or authorised by a personal licence holder. In order to get a Personal Licence, the applicant must have a ‘National Certificate for Personal Licence Holders.
